The Register Refuses Generic Policies

The apprenticeship provider and assessment register application guidance is unusually blunt: policies must be specific to your organisation, apprentices and trainers, signed by a senior employee, and, in the guidance's own words, "We will not accept policies or processes that are generic or taken from a third party."

Every policy also has to state how it is promoted, how staff are trained on it, and when it was last reviewed, on an annual cycle. A template pack fails that test on its face, which is why providers come to us before an application rather than after a rejection.

The Funding Rules Are a Policy Checklist

The apprenticeship funding rules read like a documentation audit. The subcontracting policy must be reviewed ahead of each funding year, signed off by the person with overall responsibility in your governance structure and published by 31 October. Conflicts of interest must be declared, complaints escalation routes written into training plans, and the Prevent duty enforced across subcontracted delivery.

Behind it all sits the evidence pack: the per-apprentice file proving eligibility, enrolment and delivery. At a funding assurance review, sampled learner files are due within days, errors can be extrapolated across whole populations, and the rules are explicit that overclaimed funds must be repaid. Since the machinery changes, apprenticeships policy sits with the Department for Work and Pensions while the Department for Education administers the register and audits, so expect both names on correspondence.

Ofsted's New Framework Raises the Bar

Inspections since November 2025 run under Ofsted's renewed framework: report cards grading multiple evaluation areas on a five-point scale, with safeguarding assessed separately as simply met or not met. There is no partial credit on the one judgement that can end a funding agreement.

The inspection information requirements are equally concrete: safeguarding records, referral lists and the single central record, where applicable, are due by 8:30am on the first morning. Documentation you would need half a day to assemble is documentation that fails the test.
