Policies Renewable Energy Installers Need

Required by MCS and Your Consumer Code

  • Documented Processes and Controls - the redeveloped MCS scheme requires businesses to document the processes that ensure every installation meets scheme requirements
  • Complaints Procedure and Complaints Log - with MCS now managing complaints centrally for transitioned installers
  • Roles and Responsibilities Documentation - the Licensee, Main Contact and Technical Supervisor roles, with a written contract where the Technical Supervisor is subcontracted
  • Customer Financial Protection Procedure - MCS-approved financial protection purchased for each customer, with at least six years' cover
  • Consumer Code Compliance Documents - deposit limits, cancellation rights and site-specific performance estimates under HIES or RECC while your business remains on the current scheme

Required on Site

  • Health and Safety Policy Statement - in writing once you have 5 or more employees
  • Work at Height Risk Assessments and Method Statements - roof work is among the most dangerous construction activities
  • Electrical Safety Procedures - working to BS 7671 as the recognised route to meeting the Electricity at Work Regulations
  • Asbestos Awareness Procedure - retrofit work in any building from before 2000 can disturb asbestos, and awareness training is a legal requirement for the trades involved
  • CDM Procedures for Domestic Work - on domestic jobs the client's duties transfer to the contractor, so your paperwork carries them

MCS Is Rebuilding Itself Around Your Paperwork

The redeveloped MCS installer scheme is live, with every certified installer required to transition by 31 March 2027. The old contractor standard is replaced by the Installer Operating Requirements and a consumer-facing Customer Commitment, and the onboarding checks ask you to show how both are embedded in how the business actually operates.

The new scheme names three roles, requires documented processes proportionate to your size, and makes MCS-approved financial protection mandatory for every customer, with at least six years of cover and a capped excess. Firms that treat this as a paperwork formality tend to meet it at the last minute; firms that treat it as their operating manual sail through the onboarding call.

Consumer Codes Still Matter During the Transition

Until your business transitions, consumer code membership through HIES or RECC remains mandatory, and code obligations bind either way while you hold them: deposits capped at 25 per cent, 14-day cancellation rights, written site-specific performance estimates and approved dispute resolution.

Those obligations live or die in your customer-facing documents, from the quotation template to the cancellation form. We write them to match your code and your sales process, so an audit finds one consistent story.

The Grant Schemes Behind the Order Book

Most installer pipelines run through schemes that require certification. The Boiler Upgrade Scheme currently offers £7,500 towards air or ground source heat pumps, with a further £1,500 for oil and LPG heated homes off the gas grid until March 2027, and installations must complete within 120 days of application. Smart Export Guarantee payments likewise require certified installations.

The zero rate of VAT on solar, batteries and heat pumps runs to 31 March 2027, and the Warm Homes Plan commits £15 billion through 2030 with a target of over 450,000 heat pump installations a year. The demand side is set; what fails audits and costs listings is documentation, not workmanship.

Roofs, Wiring and Old Buildings

The site risks are concrete. HSE's roof work guidance notes roof work causes nearly one in five construction deaths, and expects every roof treated as fragile until confirmed otherwise, edge protection, and a method statement as the standard planning tool.

Electrical work runs on the Electricity at Work Regulations with BS 7671 as the recognised route to compliance, and any pre-2000 property can hold asbestos, with awareness training legally required for electricians, roofers and heating engineers. On domestic jobs, CDM duties that would sit with the client transfer to you, which your procedures need to acknowledge. If you also carry out general building work, our construction policies page covers that side.

What Policy Pros Delivers

Every document is written around your technologies, your team and your scheme position, whether you are preparing to transition to the new MCS or maintaining a current certification. You get plain-English documents on professionally branded templates, consistent with each other and ready for an assessor.

  • MCS documented processes, roles documentation and complaints procedures
  • Customer-facing documents: quotations, estimates, cancellation and deposit protection paperwork
  • Health and safety policies, work at height and electrical procedures, asbestos awareness and CDM documentation
  • Training and competence records structures for your installation teams

How to Get Started

Frequently Asked Questions

What documentation does the new MCS scheme require?

The redeveloped scheme replaces the old contractor standard with the Installer Operating Requirements and Customer Commitment. Businesses must document the processes that ensure compliant installations, name a Licensee, Main Contact and Technical Supervisor, keep a complaints record, and purchase MCS-approved financial protection for every customer. All installers must transition by 31 March 2027.

Do we still need HIES or RECC membership?

While your business operates under the current MCS scheme, consumer code membership remains mandatory. Under the redeveloped scheme it becomes optional, because the Customer Commitment and centralised MCS complaints take over that role. Check your scheme position before dropping a membership, particularly for grant-funded work.

What financial protection must installers provide?

Under the redeveloped MCS scheme, an approved financial protection product must be purchased for each customer, guaranteeing remediation if the installer cannot or will not fix a problem, including insolvency. Cover runs at least six years from installation with a capped excess.

What site safety documents does a solar or heat pump installer need?

A written health and safety policy at 5 or more employees, work at height risk assessments and method statements for roof work, electrical safety procedures aligned to BS 7671, asbestos awareness arrangements for pre-2000 properties, manual handling assessments and CDM procedures reflecting that domestic clients' duties transfer to the contractor.
